Before joining FHWA Garvey served as director of Logan International Airport (Boston), commissioner of the Massachusetts department of public works, and associate commissioner in that same department. In the latter role she directed construction activities and developed environmental initiatives. Garvey holds degrees from Mount Saint Mary College and Mount Holyoke College and has participated in the Fellowship Program for Public Leaders at Harvard University. Embry-Riddle President Steven M. Sliwa will award the administrator an honorary doctorate in aviation business administration.

Yang-Ho Cho will also receive an honorary doctorate in aviation business administration. Cho is president and chief executive officer of Korean Airlines. Larry G. McKean, who recently retired from The Boeing Company as senior vice president of human resources, will receive the University's Eagle of Aviation Award in recognition of his significant contributions to the field of aviation.

The world's largest university specializing in aviation and aerospace, Embry-Riddle has campuses in Daytona Beach, Fla., and Prescott, Ariz., and over 100 education centers in the U.S. and Europe.
